❌ Standby cover isn’t available
Volunteers can’t be added to a squad just to wait for cover opportunities.
The only exception is the Squad Captain, who can see all slots even without an active collection.
✅ How to cover a collection instead
If a volunteer can’t attend, they must Skip their collection.
This creates one or more available slots in the Volunteer Hub.
Any nearby Food Waste Hero can then claim the slot through the Hub.
